DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Acts as liaison to assigned departments, areas or agencies in handling financial activities, such as annual operating and capital budgets. Maintains, monitors and prepares monthly projections and analyzes daily budget activity and department objectives to prevent potential problems while conforming to administrative goals. Assists in resolving expenditure and revenue concerns by implementing alternative solutions. Responsible for preparing and reviewing budget and economic projections and analyses. Compiles and interprets statistical data related to departmental operations and performance. Provides technical assistance and acts as liaison to other departments to improve working relationships and assist in problem solving. Assists in preparing, reviewing and interpreting policies, procedures, ordinances and regulation changes. Prepares and develops manuals, reports, special cost analyses and forecasting of data. Compiles and interprets statistical data related to departmental operations and performance. Monitors goals and objectives. And performs other duties and special projects as requested.

Position is physically comfortable.

This is a Houston Public Works Emergency Management Position at the Tier III Level.

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.

EXPERIENCE REQUIREMENTS

Two (2) years of professional experience in finance, accounting, economics, budget analysis or a closely related field are required.

Five years of pertinent professional or para-professional experience may substitute for the education requirement.

An Associate's degree in Finance, Accounting, Business Administration or a closely related field and three years of pertinent professional or para-professional experience may substitute for the education requirement.

A Master's degree in a field directly related to the job may be substituted for the above experience requirement.

LICENSE REQUIREMENTS

None

Preferences will be given to applicants with experience working with the City's Combined Utility System Fund budget and preparing and inputting journal entries in the SAP system.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

SELECTION/SKILLS TESTS REQUIRED: None

However, the department may administer a skill assessment evaluation.

SAFETY IMPACT POSITION: No

If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.

SALARY INFORMATION

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade: 18
