Introduction MarylandsFamily and Medical Leave Insurance (FAMLI) program makes sure all workers inMaryland have paid time off for medical and family reasons. FAMLI is a socialinsurance system covering 2.6 million workers and 180,000 employers, deliveredas a digitally native, public-facing service. Were in the early stages ofbuilding something as big and as far-reaching as unemployment insurance or anew health department. We know that delivering services primarily through awebsite, over the Internet, is a new way of doing business in government.Asthe Insurance Plan Compliance Team, we work collaboratively with other teamswithin the FAMLI Division, including Digital Services, Public Engagement,Employer Services, and Claims and Benefits to serve the Insurance Planparticipants in the most effective and efficient manner.ThePlan Analysis Assistant Manager will work closely with the Manager of InsurancePlan Analysis to service all Private Insurance Plans, ensuring they are incompliance with FAMLI laws, regulations, and prescribed guidance; and providetraining and direct supervision of the daily activities of the Insurance PlanAnalysts.

GRADE 19 LOCATION OF POSITION 100 S. Charles Street Baltimore, Maryland 21201 Main Purpose of Job The Plan Assistant Manager serves in a supervisory role under the Insurance PlanCompliance Directorate within the Division of Family and Medical Leave Insurance(FAMLI) of the Maryland Department of Labor (MDOL). This position reports directly tothe Manager of Insurance Plan Analysis. This position is responsible for ensuring plananalysts are appropriately trained regarding laws, regulations and prescribed guidancerelating to reviewing, approving, and/or denial of Insurance Plan Applications. Thisposition also manages the day-to-day activities of the plan analysts including, but notlimited to coordination of leave, monitoring of work flow, and the ability to service privateinsurance plans assigned to them. The Unit is primarily responsible for ensuring allinsurance plans operate in compliance with the laws, regulations and prescribed guidancepromulgated by FAMLI. This position may need to collaborate routinely with other teamswithin the FAMLI Division, including Digital Services, Public Engagement, EmployerServices, and Claims and Benefits in order to serve the insurance plan participants in themost effective and efficient manner. This position will provide training and directsupervision of the day-to-day activities of the plan analysts, making sure they have thetools needed to be effective in carrying out their job responsibilities. This role will alsoserve as a subject matter expert in insurance plan compliance, develop SOPs andworkflows, recruit plan analyst positions, and contribute to the development of privateinsurance plan compliance activities for the directorate. POSITION DUTIES Duties of this positioninclude but are not limited to: Hire and supervise staff of plan analysts. Ensure analystshave knowledge of the laws, regulations and prescribed guidance relating toFAMLI Plans through proper training, and ensure appropriate application intheir administration and servicing of Insurance Plans. Conductrequired performance reviews of analysts, oversee leave, timesheets, and otherrequired supervisory activities over staff. Utilizeavailable Digital Services tools to determine if Plan Analysts areappropriately servicing Insurance Plans at the initial application stage andonce Insurance Plans have been approved. Maybe asked to perform the duties of analysts if the volume of work exceedsexpected levels. Meetswith Manager of Insurance Plan Analysis routinely to discuss emerging issues orbest practices for servicing Insurance Plans, including, but not limited to,staffing issues. DevelopsSOPs, workflows, and other compliance-related documents and activitiesassociated with overseeing private insurance plans. DevelopsSOPs, workflows, and documentation associated with private insurance planapplications. Workscollaboratively with Employer Services and Claims & Benefits directoratesto cross-check information regarding employer compliance with the FAMLIprogram. MINIMUM QUALIFICATIONS Education: A Bachelors degree from anaccredited college or university Experience: Five (5) years of professional experience,including three (3) years of management responsibilities in developing orimplementing policies and/or programs. Experience in paid leave, unemployment insurance, workers compensation or any other benefits administration program. Intermediate skill level for Salesforce, Excel, and Google Sheets.
