Main Purpose Of Job

The Administrator III will plan and lead the implementation ofmunity engagement efforts to support regulatory development by deeply understanding user needs and behaviors. The ideal candidate will utilize human-centered design principles to plan and implement a variety of outreach andmunity engagement activities. Key responsibilities include conducting demographic research using methods such as interviews, surveys, workshops, and observation to understandmunity members' and stakeholders' priorities and pain points. Additional responsibilities includemunicating findings clearly, defining problems based on user insights and program goals, and maintaining consistentmunication with stakeholders throughout the engagement process.

This position will coordinate these activities alongside conductingplementary policy analysis and development support to the Policy Division within the Climate Change Program. The Climate Change Program is responsible for developing and implementing nation-leading policies to reduce and sequester greenhouse gas emissions to mitigate the impacts of climate change. Our work improves the health and welfare of people and the environment while developing a dynamic clean energy economy in Maryland.

The incumbent in this position will also provide support for legislative efforts related to climate change and represent the program in the state's participation in the U.S Climate Alliance. The Climate Change Policy Division activities support the Maryland Department of the Environment's mission to protect and restore the environment for the health and well-being of all Marylanders.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as amissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher rankingmissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

Experience in an environmental, policy and/ormunications discipline

Working knowledge of climate change mitigation policies and strategies

Experiencemunicating and translating technical information to a variety of stakeholders

Experience developing project scopes of work and identifying tasks to achieve goals and objectives

Experience planning and implementing inclusivemunity engagement efforts

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
