Duties Summary Program Budget Analysts perform and/or supervise the preparation, analysis and presentation of intermediate and long-range plans and budgets in the various program areas of the State's program structure. C. Program Budgeting. Program budgeting is that process by which organizations allocate funds to attain objectives.
