Major Duties: - You will serve as a Regional Appraiser for Mid-Atlantic Region, Public Buildings Service (PBS) in the Portfolio Management Division.   - You will provide long range planning and program oversight to all appraisal activities in the region.  You will provide advice and counsel to the Director of Portfolio Management, Asset Managers, and other directors and employees in PBS on both broad and specific realty problems in which the appraisal program and the evaluation of property are involved. - As an Appraiser, you will provide overall program leadership for the GSA regional appraisal program, develop program goals, objectives, and established standards.   - You will also review procedures and operations to assure program effectiveness and adherence to standards; provide guidance on program requirements established by Central Office; and provide administrative review and control of appraisal actions in the region. To qualify, you must have this basic requirement: Applicants must possess a State Certified General Appraiser License. In addition to having the basic requirements, applicants must possess one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience is required.  Examples of such experience are: knowledge of real estate appraisal methods and techniques; building construction, design, styles, utility and equipment; theory, nature and methods of determining property depreciation and appreciation; knowledge of procurement regulations and procedures for developing specifications for appraisal and personal service contracts. If selected, you must meet the following conditions: Serve a one year probationary period (unless you have previously satisfied this requirement). Be able to make a direct deposit of your salary check to a financial organization. Males born after December 31, 1959 must have registered with the Selective Service. Complete a "Declaration of Federal Employment" (OF-306) to determine suitability for Federal employment. Undergo a background security investigation and receive a favorable adjudication.
