Job Summary: This position is with the United States Agency for International Development's (USAID), Office of Inspector General (OIG), Office of Audits, Information Technology and Special Audits Division.  The Information Technology and Special  Audits Division is responsible for auditing USAID programs and operations in headquarters and overseas on information technology and systems.  The audits are conducted under the Generally Accepted Government Auditing Standards (GAGAS). RELOCATION EXPENSES WILL NOT BE PAID.  Major Duties: The incumbent of this position conducts audits of headquarters and mission information technology and systems and programs to determine compliance with applicable legislation, regulations, policies and procedures.   The purpose of these audits is to determine whether the programs are being carried out in compliance with laws, regulations, and agreements; are being administered efficiently and economically; and are achieving the desired results or benefits.  The work requires the development of audit programs and procedures necessary to conduct audits; the ability to gather and analyze evidence and to write clear, concise audit reports; and the coordination of audit matters with USAID managers and other U.S. and foreign government officials.  The incumbent will brief Audit Managers on the progress of the audits. The incumbent will identify significant audit areas that require decisions and present recommendations and options on the direction the audit should take.   Assist in the training of other staff.  The auditor is subject to occasional world-wide travel where USAID activities are being implemented.  Qualifications: All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook.  BASIC REQUIREMENTS:  In order to be considered for this position, you must meet the basic requirement described below.   A. Degree - accounting; or a degree in a related field, such as business administration, finance, or public administration, that includes or was supplemented by 24 semester hours in accounting.  The 24 hours may include up to 6 hours of credit in business law.  (The term 'accounting' means 'accounting and/or auditing' in this standard.  Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')  OR                 B.  Combination of education and experience - at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.  The applicant's background must also include one of the following:  1.   Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality.  This can include up to six (6) hours in business law; 2.   A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.  Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that: (a)  the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b)  a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion of the 4-year course of study described in paragraph A;  and (c)  except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below.GS-13:  1 year equivalent to at least the GS-12 level in the Federal government.  Examples of qualifying specialized experience include:  (1) Researches and reviews Federal laws and regulations, procedural manuals  and references and records of Congressional hearings for the purpose of identifying legislative, regulatory, and procedural requirements for conducting performance audits; (2) Performs quality reviews of audit reports, surveys, and special studies conducted by independent accounting firms.How You Will Be Evaluated: You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application shows that you possess the knowledges, skills, and abilities associated with this position as defined below. The incumbent will assist in the development of a segment of the OIG's annual plan; develop audit programs and procedures to conduct audits; guide and direct team members to ensure successful and timely completion of audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) and OIG policies; evaluate work performance of subordinates; give advice, counsel and instruction to employees; direct and monitor computer specialist activities such as data extraction services from the Agency's financial systems and the performance of network vulnerability scans; identify developmental training needs of employees; review, write and edit audit reports to ensure they are clear and concise; coordinate priorities; provide subject matter expertise over IT related matter, support EEO programs and merit practices; and exercise the duties and responsibilities of the Audit Director in his or her absence.
